Premiere Pro doesn't use 100% of my CPU

Hey guys,

I've just built my new PC
Specs:

CPU: AMD Thridripper 2950x 16 Core 3.5 GHz

GPU: Geforce GTX 1080Ti 11GB

Ram: Gigabyte Auros 16 GB

OS: Windows 10 v1803

Running Premiere Pro CC 2019 v13

When I export a simple video that has no color correction layers or sharpening or any complicated stuff, premiere only uses 16% of the CPU which really slows everything down, while when I export a shorter video but with much more layers and color correction it uses 100% of the CPU which makes the rendering time way faster like 10x

It's really frustrating, I don't know what to do in order to make it use 100% of the CPU all the time.

btw I also tried rendering using Media Encoder and the same issue exists

anyone could help, please?!

Actually, it may sound counterintuitive, but you don't want your CPU to be maxed out! You have plenty of power in that machine, and you want the GPU (the GeForce GTX) to do way more work than the CPU. Let the CPU keep things running, and let the GPU crank on the exporting/encoding of your complex videos. You're in good shape.
