Premiere Pro Export Error Mesage

What are correct steps to export directly to YouTube? I got the following error pop-up when trying to do so [see screenshot]

sounds like you're exceding an upload limit imposed by youtube.  If that's the case, you may have to reduce the export file size by using a lower resolution export preset.  May I suggest that you export locally and then upload the exported file to youtube and see if that solves your problem.

So I was prepared to try your solution this morning and when I opened up my channel in YouTube, the video was there! How curious. I just uploaded another and got the same error message. So I'll wait to see if this video gets uploaded. Thank you for your input.
