Premiere Pro export - exported video looks like complete garbage (artifacts & pixellation)

I get a few artifacts in Premiere, and a TON of HORRIBLE artifacts on export, and I don't know what to do. I am pulling my hair out thinking I'm going to have to start all over again, because when I export, it's full of artifacts and pixellation, at least every ten seconds or so.

 

Here are the properties for all videos as imported:

Image Size: 1280 x 720
Frame Rate: 30.00
Source Audio Format: 44100 Hz - Compressed - Stereo
Project Audio Format: 44100 Hz - 32 bit floating point - Stereo
Pixel Aspect Ratio: 1.0
Alpha: None

Color Space Override: Off
Input LUT: None
Video Codec Type: MP4/MOV H.264 4:2:0
Variable Frame Rate Detected

 

I have tried EVERYTHING, I think. I've combed through messages, I've watched youtube videos, I've changed the settings to software encoding only, I've enabled and disabled various things, I'm on pc so can't use quicktime but I've tried other settings, IT. ALWAYS. LOOKS. HORRIBLE. 

Here are pics of latest export so you can see settings (I've also tried max render) - things SEEM to match -  and a partial screenshot showing a final video. I DON'T KNOW WHAT ELSE TO DO.


Does anyone have any advice for me???? I AM SO SO AGGRAVATED AAAAAAAAHHHHHHHHH

Also, make sure you have the latest nvidia driver, right from the nvidia site. And use only the studio version, never the game version.

I think it's something about my computer, though my driver & PC should have enough power based on specs. But it just doesn't work. I had to uninstall.

What version of PP? Quicktime / ProRes has been available on PP for quite a few years now. I would suggest trying a ProRes export, or Cineform or both and see what you come up with. Both screenshots seem the same, you said you turned of hardware encoding. That would be a good test.

I downloaded premiere a few days ago! And I downloaded the studio NVIDIA driver today directly from their site 😕😕

I didn't try cinepro, will try that, thank you.

I spelled it wrong in the post (fixed now). It's 'Cineform' and yes, you should have Quicktime / ProRes also.

oops I posted the same thing twice sorry. I accidentally saved over the replay artifact pic but it looks just like the preview window for the export.
