Premiere Pro Export Settings - Short Header and Resynchronization Marker

In the Export Settings panel under the Video Tab, what does enabling "Short Header" and Resynchronization Marker" do?

I'm not seeing documentation anywhere about these features. Guidance would be much appreciated.
