Premiere Pro Exporting Error: video looks extremly distored, pixelated

Hello,
Since the latest update, whenever I try to export a vieo as an MP4, the video comes out looking extremely distorted and downright unwatchable. It's hard to describe exactly what the export looks like, so I just attached a photo for refrence. Usually the video is cut off past the very top part and either completley pixelated further down or is blacked out with green artifacts streching down from the top. I have no idea what is causing this, and it is happening on multiple projects. The only workaround is to export it as a file other than an MP4 then convert the file to an MP4 aftet the fact, but obviously that's a hassle. Any idea what I'm missing here? Thanks.

Using version 24.2.1 Build 2

If you are using a Nvidia card with the current (551.61) studio driver, roll one driver back.
