Premiere pro guides greyed out

Hey everyone, I have tried everything I know but my guides/rules on PREMIERE PRO. My premiere pro is the lasteste version of it as of Aug 11th 2021. 

I attached a screenshot to show.
Anyone has any ideas on how to fix this?

I've tried opening new projects, creating new projects, different video sizes, nothing seems to work 😭.

I use a Macbook Pro 2019

Hi dalcar,

To enable the option for Show Rulers/Guides you need to first highlight the Program monitor. Please select your Program monitor to highlight it & then navigate to View > Show Rulers/Guides.
