Make sure Windows is fully updated.
If that doesn'tr work, try uninstalling, using the Cleaner Tool, and reinstalling:

Windows 10 is updated. Uninstalled premiere. Rebooted. Uninstalled cloud. Rebooted. Ran that cleaner tool in dos.. option 1 for "all". Rebooted. Installed cloud. Rebooted. Installed premiere, rebooted. Go to run premiere in cloud or windows start menu shortcut, same thing as before. Error,
adobe premiere pro.exe application error the application was unable to start correctly (0xc0000142)
If you're in the cloud it doesn't show the message, you click and it tries and doesn't start. But if you try the windows start button menu shortcut for premiere, then you get the error window.
What do I do next? Do I get you that log file it did when running the cleanup? I could uninstall, run it again to get it.

ok I'll take a look at that this weekend. Was searching the forum here for that error, seems more of a Windows thing than Adobe. So I ask Bing AI.
The error code 0xc0000142 typically indicates that an application was unable to start correctly, often due to a problem with the initialization of a DLL file. This can be caused by a variety of issues, such as corrupted or missing DLL files, compatibility iss...12.

Anyways, thanks for that tip the other day about the cleaner tool. Ran it again with right click run as administrator. Same thing, but got that log file. I'll attach that. Maybe you can see some clue in there as to what's wrong.
Gonna take a look at what Bing AI said here.. maybe the "Reinstall Visual C++ Redistributable: " If I check in add remove programs there's a few of those when trying to get some programs going. There's like 7 of them in the uninstall list.
Like what the hell is going on with this error.. what's it mean that's wrong? When I uninstall, I check the program files and there's no more previous adobe folder or files. I also looked for others who had this error and was contemplaing erasing my hard drive and re-installing windows.. but saw others who tried and still doesn't work. Like that's a major hassle.

Doing windows updates.. one has an error and talking to Bing AI about it. I have to go to work soon, so I'll carefully go over each thing it says and see, before I do anything. Cause sometimes it can make you do who knows what with advanced settings and could be snafuing out.

Wondered about trying to see if I could install an older version of Premiere. In the cloud app, Premiere, the 3 dots, "other versions". Doesn't go back too much. I go to the oldest, which is Premiere v23. Install that, and it installs media encoder that's also an older version.
I go to run Premiere and it launches. I'm in there, the "learn" "edit" panel of "looking for new tutorials" keeps trying to load up stuff but there's nothing. You can't stop it. Keeps trying to load things. Whatever.. I just go to the import tab and that tutorial search goes away.
Tried running the media encoder from the windows start menu shortcut and that loads too.
So this is really good news, that I don't have to screw around with all those problems I was looking at dealing with, trying to get it running.

Same here. Did you find a solution?
And I get an email.. check here, see your post, Lillian37699180y0w5. They were wondering about Premiere, I just installed the oldest version it had when you go to install. They're not that old either. But it worked. So that's been going fine.
But you mention Photoshop. Just a couple weekends ago, I pay the man.. go to install it and it wouldn't run after. This was a doozy. I try the same thing as Premiere, with the installing the oldest version they had. Then when going to run it after installing, it would say more what the windows error was about.
Did a lot of research, was in here too.. they talked about how you'd have to download a zip of half a dozen dll's. Add those to the photoshop directory after installing. Then it had a different message when going to run. Couldn't do it.
Looking into it, you have to buy a new computer. I got good specs too. It's running damn Premiere, which should be more demanding, right. Video, not just still images. Whatever. Next day I cancelled and got the photoshop money back.
You gotta watch these plans too. If you pay by the month, it was almost twice as much as if you'd do the whole year, but you can choose for them to still bill you by the month. Got my money back though and pro-rated, but it was just like the next day.
So I don't know what's going on with you. My comp is ok. 3ghz quad core, 16gb ram. Got an ok video card, Nvidia GeForce GTX 960, 4gb ram, has a fan on it. My hard drive is SSD 200GB. So not a bad 7200 rpm spin drive. Have a 1TB 7200 rpm backup drive on the comp though. So I can do stuff and it's fast, there's not much waiting.
But you gotta get a brand new, it seems like the processor.
Let me check my browser history for what those error messages said. When you install the latest photoshop, it wouldn't say anything in the windows error when you try to run photoshop. I installed the oldest version, then it would have more info about what the error was.
Checking my browser history.. seems to be:
"Error at loading of ippCV library. Your application is dynamically linked with Intel(R) IPP libraries version 2021.6 (rOxbffe3c5b) No DLL from the list below is found on the system search path: ippcvm7.dll (the most suitable for your CPU) Please provide a path to at least one of them".
Checking a thread here.. somebody saying "If my 6 core 3GHz 16GB CPU really no longer works with PS that is about the most bogus thing I ever heard." So like what do you need to run this, right.
Then I was doing what they said, in the thread here at community adobe.. to download the zip of those dll's. Put them in the photoshop folder. After that, going to run photoshop, I'd get this windows error saying:
"error of loading of ippCV library. ippiPyramidGetSize_L: The specified process was not found."
So I couldn't work around it, and I know a bit about computers.. got my first one in April, 1997. Went at it pretty good trying to figure out this one, using up too much of that weekend. It sounds like you gotta get a damn quantum computer to run photoshop these days. haha. Wait till those come out in 2030, then you can run their photoshop.

Recently, Premiere Pro and After Effects suddenly stopped working on my computer. I got the same message: the application was unable to start correctly (oxcoooo142) adobe premiere pro. We tried everything. Windows was updated, so that wasn't it. I constacted Adobe thru the chat feature and the agent fixed the problem by basically going in and creating another user on my machine and performed a clean install of Premiere Pro and After Effects. It started working perfectly after that.
