Premiere Pro moving and hiding layers

So I've been trying to export this project to an mp4 for like 30 minutes. Every time it's doing it's thing, I see in the preview that it moved/ added/ taken layers off. When I go back to the main project, everything is normal and where it should be.  This has never happened to me before, I've done way more complicated stuff than this simple thing. Could it be because I'm using a 3500x3000 canvas size?? Here's what its supposed to look like and what it's doing in the mp4
