Premiere Pro or video enhancer

Question

There are many video enhancers in the maket. Which is bettter Premiere Pro or video enhancer to enhance a imported video? Also I assume if APPr can imbed AI to enahace imported videos in it, a 3rd party video enahancer is not necessary. I do not know whether this will be in the future version of APPr.
