Premiere Pro Preview is Blotchy but Export is OK

It's quite puzzling, as I seem to be experiencing the opposite of what others have encountered while editing my source footage. Specifically, the footage from my DJI Air 2S shot on D-Log and Canon C-log looks bad in the preview window, even after applying the LUT. However, here's the strange part - when I export the video and open it with VLC, it looks significantly better.

I've made sure that all the color management settings in Premiere are turned on, but the issue persists even if I try turning them off. To illustrate the problem, I've provided an example below, where the left side displays the footage in Premiere Pro, looking terrible, and the right side shows the video after export, looking much improved. The shadows, in particular, are affected.

Now, I should mention that I'm using an HDR monitor, and it's calibrated properly. However, I'm attempting to edit the footage in SDR mode. When I turn on HDR in the Windows settings, the Premiere Pro preview looks good again, but unfortunately, the exported video does not retain the same quality after turning off HDR mode.

I'm in need of assistance to resolve this perplexing issue. Any help or advice you can offer would be greatly appreciated!

The clip color management, sequence settings color management, and export preset need to all have the same settings.

For SDR work, an HLG clip needs to be "Override-to" Rec.709, Rec.709 set for the sequence, and standard export presets without HLG or PQ in the name.

For HDR, it all needs to be the same format, typically HLG.

And you need to make sure your monitor and OS are both in the same space as your sequence.

Yes. I have all the settings correct as you mentioned, but still looks
blotchy on the preview window. Only way it does not look blotchy is if I
turn on HDR in Windows settings, even though I am working in Rec 709.

"Preview" is normally considered the Source monitor, and sequence playback is on the Program monitor. So I am assuming you mean the Program monitor?

I'd love to see a screen grab showing the Program monitor and the Scopes panel with either RGB Parade or Waveform scopes also in view.

Yes, I meant the program monitor. Here is a screen shot when I have the Windows settings HDR OFF, the trees look terrible. But if I turn on the HDR everything look okay. (however when I tried to screenshot with HDR on the screenshot turns out blownout)

And if I take a screen grab using the camera icon in the program monitor, and later open the jpeg, it looks much better then the program monitor.

Try un-checking the Extended Dynamic Range option ...

I have tried un-checking the Extended Dynamic Range option, but no luck, nothing changes. I also checke in windows color management to ensure the right profile is the default.  My screen is even color calibrated  ColorChecker. The only settings that seems to make a difference is the windows HDR On or OFF.

It must be a bug in Premiere Beta. I just tried the same fooate in released Premiere and with Windows HDR off and the Program Monitor looks correct.
