Premiere pro render settings (motion blur/resample)

Hi, so im making a kind of montagne. So ingame i record in 0.1 speed, and and just speed it up in premiere so it would get a kinda of motion blur type of effect. I did the same on Sony Vegas, they have a feature thats called resample which makes it look more "blury" (motion blur). And i can't seem to find the same kind of option. 

Heres a example with sony vegas, the motion blur is way mor clear

And heres with premiere pro, as you can problably see the effect is way stronger and im not using any effects to improve motion blur. And i want to use premiere pro since its way easier in my opinion to edit with.

I don't believe Premiere has the resample option that Vegas has. From what I understand, the resample feature in Vegas was created to address an older issue with the software, and it's something that Premiere/After Effects does automatically or at least doesn't need to do. People used this feature as a visual effect.

Couple of options:

Try Echo effect. 

Dynamic link to After Effects (right click on clip and choose 'Replace with After Effects Composition') and use the 'Pixel Motion Blur' effect or 'CC Force Motion Blur' in After Effects.

Are all these "effects" in after effect?

Right click on your clip and choose Time Interpolation>Frame Blending.

Already have it at frame blending but its not even close.
