Premiere Pro's audio playback/preview is much quieter than what gets rendered

When I'm editing video in Premiere Pro, I have to turn up the volume on my PC because it is so quiet. When I then render the audio and listen to the same video in VLC or Subtitle Edit, the audio is much louder, at a good level.

In Windows 11's Volume Mixer. Premiere Pro, VLC, and Subtitle Edit are all set to 100% volume, and all are using the Default output.

So why is Premiere Pro so quiet? Is there a way to boost its playback/preview volume to the same level at VLC and Subtitle Edit, without actually increasing the volume of the clips within the project?

I opened Audio Track Mixer and noticed that the "Mix" volume was down at around -25dB. When I raised "Mix" to 0 dB, the audio in Premiere Pro sounds the same volume as the [previously rendered] video in VLC and Subtitle Edit.

So raising the "Mix" level makes it easier to hear the audio in Premire Pro. I'm concerned, however, that by increasing the "Mix" volume, I'll be making rendered audio even louder.

Is "Mix" a preview bus (where the volume doesn't affect what gets rendered), or is it the main output bus (which *does* get rendered)?
