What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

AMD 3900x

32GB of Corsair Vengance RGB Ram

Gigabyte 3070 OC

Corsair H100i AIO

Asus ROG B550-A Motherboard

Samsung 970 EVO 500GB

Seagate HDD 1.8TB (ST2000DM008-2FR102)

About the drivers, I've always used game ready and Premiere used to work with Game Ready.

Try a clean install of the studio drivers.

Is that game footage? If so, try converting it to constant frame rate using Handbrake. Most likely your game capture software captured it as variable frame rate.

Would that really make Pr stop functionability?
