Premiere Pro stuck on splash screen

So I have been having a problem that pops up every couple of days where Premiere gets stuck at the initial splash screen. It locks up before any plugins etc start loading and becomes non responsive forcing me to force quit. No amount of retries fixes the problem. One solution is to restart the computer which if I've already started work in another problem can become difficult to do, especially in front of clients. I have spoken to adobe live chat many times and not one person has given me an actual solution.

The last time I contacted them I was promised that it was a user permissions issue and I needed to do a full clean install of OSX and CC and create a new user. I did this (which isn't a quick process as we have many plugins, drivers and programs to reinstall), and it worked for a couple of days and then the issue started happening again! Now supports answer is to just clear preferences every time it happens which is totally unacceptable as a solution. I've also been told several times the issue has been escalated and I will hear from someone in the following days. I have never heard back from anyone. Live chat staff have been completely underwhelming in their ability to actually solve the issue.
