Premiere Pro Transition Preset Causing Loss of image/video quality,

In premiere pro I am using a transition preset between 2 clips but the is see a loss of quality during the preset transition.

The preset is made of 2 adjustments layers, one on top of the other.

 

The base adjustment layer has 5 effects.
One is transform with the scale 33.4% and four other are mirror effects and each of them is to these values:
The first, the scale of transform effect is static and set to 33.4%
The second, the reflection center is set to 1920.0 x 719.0 and the reflection angle to 90.0 degree
The third, the reflection center is set to 640.0 x 540.0 and the reflection angle to 180.0 degree
The fourth, the reflection center is set to 1279.0 x 540.0 and the reflection angle to 0.0 degree
The fifth, the reflection center is set to 1920.0 x 361.0 and the reflection angle to -90.0 degree

 

The second adjustement layer has only one transform effect.

How can I avoid this loss of video or image quality while still using this transition preset?

Is quality loss during render or export?

If first render and set playback to full.

If second post sequence settings, export settings and screenshot media properties.

It is mostly the second. I have uploaded some screenshots.

Your export bitrate is very low.

Might want to change the sequence settings too.

Drag a clip in the new item icon at the bottom of the Project window. This will create a new sequence.

Now copy everything over to this new sequence and try again with a higher bitrate.

Perhaps, with all that image processing, you're hitting a chain-of-processing error.

 

Try nesting one or both of the two ALs ... or other parts of this.

I tried the nest method but still no results. I have an old PC, do you think this might the problem?
