Premiere Pro won't import a file with 2 audio streams?

I have an .m2ts file I'm trying to import into Premiere Pro. It has two separate audio streams:

Stream 1
Original ID: 4352
Codex: A52 Audio (aka AC3) (a52)
Type: Audio
Channels: Stereo
Sample rate: 48000 Hz
Bits per sample: 32

Stream 2
Original ID: 4353
Codec: A52 Audio (aka AC3) (a52)
Type: Audio

It has a further 21 streams that are just subtitles.

How can I import the video with both audio streams?
