I have a Windows 11 Pro 24H2 26100.3775 computer. My CPU is an Intel Ultra9 285k and my graphics card is an NVIDIA RTX 5080 with the driver version being Studio 572.83. All of these are up to date.
However, I was surprised to find that Premiere Pro v25.1 and later versions cannot utilize the NVIDIA or Intel graphics cards for hardware-accelerated decoding. The video format is HEVC 4K 60fps 10-bit 4:2:0. When previewing videos in this format, the task manager shows that the graphics card's decoding chip is not working properly, the CPU usage is extremely high, and the export time is very long. The materials are stored on a local SSD and the software is set to enable hardware-accelerated decoding. Under the same conditions, DaVinci Resolve and KineMaster can both use the graphics card to accelerate the decoding of this format video, but Premiere Pro cannot.
At first, I suspected that there was a problem with my computer, so I tried four different computers and also installed various versions of the Studio driver, but the issue persisted. It has been confirmed that the problem lies with Premiere Pro itself. I hope Adobe engineers can verify this issue. This problem was raised as early as December 2024, but it still hasn't been resolved in version v25.3.

HEVC 10bit 420 material is hardware accelerated by your iGPU as well as your dGPU. It is strange that you are not seeing that.
Can you try the current latest version 25.2.
If you are using the beta current version 25.3 can you let us know the build number. You can find that information in the About Premiere Pro

HEVC 10bit 420 material is hardware accelerated by your iGPU as well as your dGPU. It is strange that you are not seeing that.
Can you try the current latest version 25.2.
If you are using the beta current version 25.3 can you let us know the build number. You can find that information in the About Premiere Pro
Can you post a screenshot of your media file properties?
How are you measuring GPU performance?
Can you post a screen recording of your issue?

In Premiere Pro 25.1, neither NVIDIA 50 series graphics cards, Intel Xe nor UHD770 graphics cards can decode videos in 10-bit HEVC 4:2:0 format, while this function was achievable in v25.0. My graphics card driver is up-to-date and my Windows system version is 24H2.

Can you make sure that in your preferences under media you have enable hardware acceleration.
What are you using to view GPU performance while playing back in Premiere Pro?

You are wrong. I have seen a large number of users report this issue. In versions v25.1 and later, the video decoding module of the graphics card does not work when decoding HEVC videos. This problem has persisted for half a year. I am currently also troubled by this issue and am preparing to switch to DaVinci Resolve for editing.
