I have been using premiere pro for around 4 years and I have never run into an issue like this. Everytime time I close out of my project in premiere pro my presets get deleted. So everytime I reload back in, I have to import them all over again. I have already seen a post on here about the same problem and the "solution" is reset your preferences. I have done this "solution" about 4 times now, and yes it does fix the problem, but it always tends to come back a few days later. I just would really like to know a permanant solution to this issue, or why this issue is happening in the first place, because resetting my preferences every few days is so damn annoying. I really don't wanna switch to a program like davinci but if this problem keeps up, I might have to because it's driving me crazy.
First I turned off Icloud Drive Sync
Then I moved my .prfpset files into another safe folder.
I then created a new preset.
After checking the directory, it did not create a new "Effect Presets and Custom Items" so I was able to find it in the original.
I then launched Premiere, and the preset I had made earlier was actually still in the effects folder. I decided to try to import my other presets to see if they would not be removed when I close premiere. After I imported them I closed the project
...Specifically, what kind of presets?
Is it the case that those preset files are gone from disk, or just that PPro seems to 'forget' them?
I'm with Neil, your description suggests a configuration problem with your OS-level user account, and/or interference from sync utilities (Dropbox/OneDrive ).

The issue you're having is probably a permissions issue between Premiere and your OS. Premiere isn't able to save the data to file, only cache, so it can't keep them available.
So check folder permissions.

Thanks for the reply, but sadly I have already granted Adobe Premiere Pro all the permissions I can in my settings, so that's not the issue. I have attatched a file of what happens everytime I close a project, it is getting very annoying. I have also already tried to unistall and reinstall premiere pro 2 times, so that would not fix it either.

I had troubles with Windows "OneDrive" backup service. Although I'd given Premiere permissions in the OS, OneDrive wouldn't allow Adobe apps to save to the Users/Documents folder system. It was three days to root the thing out.
As a Mac, you don't have OneDrive, but I wonder if something else might be doing something similar. As Premiere is clearly not able to actually save the files where it wants to.

I'm with Neil, your description suggests a configuration problem with your OS-level user account, and/or interference from sync utilities (Dropbox/OneDrive ).

You are correct, the case is that premiere just seems to 'forget' them, because they are not being wiped off my disk.
Now I am just having trouble trying to locate where to actually fix any issues with the sync utilities.
Do you have any recommendations on where I should look?

Just simple motion presets, like camera shake, png animations, and subtitle presets.

The preset "simpleness" isn't the issue. It's what type of preset they are, as different type presets are stored in different folders around the computer.
So yes, knowing what they are used for ... and what panel they are selected from ... is needed information. Just as an explanation of Bruce's request.

I am again a little confused at what you are asking, but they are both on the same local storage disk, if that is the question.

User presets for different things are stored in different folders. So knowing which type of preset uses which folder makes it possible to hunt down the problematic folder, and check it to see if they're being saved properly.
If so, the issue then is being able to read them.

Yes you are correct the preset file types I am using are .prfpset
Just out of curiousity I installed a new set of .prfpset presets to check to see if it was a problem with the actually preset file itself, but it's not.
It is still removing them from the effects pannel everytime I close out of premiere.

Are you on a shared machine?
Is your OS user account a normal User, or an Admin?
Are you using something like ActiveDirectory, to deploy user accounts to different systems?

First off, I do not believe I filled this directory out wrong, but when I search this directory nothing pops up

Not only that, but I did also create an effect preset to see if it would pop up, and it still did not.

I don't think searching for a full path (like you're doing in the screenshot) can ever succeed. 🙂
Instead of searching the OS (and getting no results), could you navigate to the directory in the Finder, and show us what's in it?

I'm not sure what 'pop up' means; per the instructions we provided, the saved preset would be inside the 'Effect Presets and Custom Items.prfpset' file.

Sorry, you are right I was searching it incorrectly, this is what shows up when I search the directory
When searching through you can see that I have a lot of the "Effect Presets and Custom Items.prfpset" Files, which makes it hard to locate the unique name I made for the preset.

Okay, that's very helpful; I think I see the source of the problem.
There should only ever be ONE 'Effect Presets and Custom Items.prfpset' file; when you create/import a preset, PPro appends it within the existing .prfpset; it doesn't create a new one.
Scariest thing in that screenshot = the little "download from cloud" decorations, on those files. 🙂
While using a sync service (Dropbox, OneDrive, whatever) can be helpful for sharing media, it can cause problems with settings files.
Specifically, if the sync service has a file busy, PPro may be unable to access it, which could provoke the creation of a new file, which Dropbox would then notice and make busy, so PPro may be unable to access it...
I would recommend exempting the containing directory from your sync service, moving all but one of your .prfpset files (the most recent one) out of that directory, and try the test I posted, again.

So yes, it does pop up, but the only issue is it creates a new "Effect Presets and Custom Items.prfpset" file when I made the new preset. I have cleared out all but one "Effect Presets and Custom Items.prfpset" and it still created a new one, and after searching for the unique preset name I made, it was not in the orginial "Effect Presets and Custom Items.prfpset", but it was in the 2nd one that it created once I made the preset.

If you:
1. Turn off all file syncing for the containing folder,
2. move ALL .prfpset files somewhere safe, OUT of the directory, and
3. make a new effect preset and close PPro,
what happens?
also...what are the actual file names of those extraneous .prfpset files? Can't see them in the screenshot.
