Presets not working properly in premiere pro

I recently switched over my editing work over to my desktop (originally was doing the edting off of a laptop) i made exports of presets i had. I also exported the edit file into a mp4 and created a fresh new sequence on my desktop and just imported in the mp4 file and decided to continue off from there. When I attempted to add the transitions on the actual clips it wouldnt do the transitions correctly UNLESS I put it on a Adjustment layer. I didnt have to do this before, i could literally just apply the effects directly to the clip (im not doing anything different than I was before either).
(For extra context the effect was a Cross Spin Preset).
So i accepted that this would just have to be a work around for now but i then added the Default 'Brightness & Contrast' preset and it would just make that selected sequence have weird glitch effects on it. Do i need to do a fresh re install of Adobe or is there something else I have to do?
(The program would also freeze for a split moment and after doing this the preview area would also turn 'white' no matter where i moved the timeline when i also go to close premiere pro the program stops responding completly and i have to force shut it down). I did try uninstalling then reinstalling premiere pro but the same thing happened.
This could also be happening because i copied over the adobe files from my laptop onto my desktop (the appdata files and the files in documents).
