Preview difference between playback and preview

So as you can see in the video, ive positioned the arrow images and when i scrub throught the timeline or play the video, the position of the arrows are different to when i stop the video/scrubbing. Im using Adobe Premiere Pro 24.4.1 (Build 2) On Windows 11.
