Problem Black Lines on Sides Not Showing Up in Premiere

I often have the case where my video that I'm editing in Premiere has black strips on the edges, but because the edge of the Premiere viewer is black, I don't see them until production. Is there any way to catch these right away? I'm attaching a few seconds where I start out good, then the second half has the problem.

Also, any hints on how to clean up these edges?

    If you go to the wrench “settings” in the program monitor”  and chosen”show transparency grid” any transparency will show as a gray and white checkerboard instead of black.

    If editing on video level 1 move it up to video level 2.

    make a file (psd ) in photoshop that is the size of your frame ( e.g. full HD ) and make it WHITE. Put on video level 1 and stretch it out to cover your entire timeline.

    Now you can see.

    ...or use a white color matte on video 1.

    I could not find the matte option.  What is the upper left panel shown here and how do I get to it?
