Problem resizing a panel and saving the workspace

I am having a problem adjusting a panel size and then saving the Titles workspace. The adjusted panel size is not saved. This screen shot shows the adjusted Title panel prior to saving the workspace.

This following screen shot shows the Title panel after saving the workspace, then changing to a different workspace and then selecting the Titles workspace again.  Notice the title panel adjusted size is not saved and now there is a slider on the right side of the panel indication that the panel is way to tall.

My current work around is to adjust the slider on the right side of the tall Title panel and then resize the base line of the panel to get the panel to look like the first image with the correct panel size.  I have tried every possible size adjustment, then saved the workspace but nothing works to save the panel size
