When i first go into my project i can drag the video then if I cut it and try to drag it just doesn't work. I've tried to redrag it and it just doesn't go in my timeline. Also i've looked up solutions to fix this and it just says to turn V1 and A1 on but they're already selected and i'm still having this problem?? Please help.

I looked at your screenshot. Are you trying to drag a video to an audio track?

nothing happens it's the same

The thumb for that clip is black ... what's the clip?

And ... try closing the sequence. Then with a blank timeline panel, drag/drop a different clip onto the timeline panel so Premiere creates a new sequence for it.

There are two sets of track controls ... the far left block is the Source targets, coming in from the Source monitor or Project panel. The right set of track controls is for work within the timeline itself.

Are you selecting the left V1 and A1? Maybe double click on the video, in the project panel,  to get it into the source monitor and then drag it from there.
