"Edit in Photoshop" opens photoshop application but not the actual file that I want to edit

This has been happening for a while now - and I finally thought to post - because I'm sure it is happening to other people.
TLDR: Watch the attached video.
Usually, on your Premiere Pro timeline, you can select a .jpg or .png and right-click (or control click on Mac)... select "Edit in Adobe Photoshop" and the file will open in Photoshop... you make changes, save, bam boom you're set.
For years and years, it would just work. Always. Never a problem - until.... maybe a year ago? IDK - time is just going by. So, now...... SOMETIMES it works. Now, more frequently than not - selecting "Edit in Adobe Photoshop" will open Photoshop - but it just stays at the home screen - the actual file I want to edit does not appear. Which means - I have to go find the file I want to edit and manually open it - which wastes time and energy - ESPECIALLY knowing that it SHOULD JUST OPEN THE FILE RIGHT FROM PREMIERE. GEEZE.

The most difficult part to reckon with is - it works sometimes, and doesn't work most of the time. It isn't consistent in the error. It works more frequently when I'm editing on a PC system (super old but somewhat future proofed Dell running Adobe CC 2022). It works much less when I'm working on my 2019 Macbook Pro (also running Adobe CC 2022). The failure is not predictable or consistent, and I don't know the workaround to fix it - somebody please help!!!!
