"No dialogue found" in text-based editing

Hello,

 

Premiere Pro has successfully generated transcripts for me over the last few days. However, it doesn't seem to like this one video. It will spend 10 minutes or so saying that it's generating a transcript, and then say "No dialogue found."

The video is an interview with clear audio that I can hear in Premiere. It's a single mp4 video (like the others that have worked) with the audio in audio track 1, and I haven't edited it in any way.

I tried restarting Premiere and my computer. I played around with the transcription preferences. I tried clicking the three dots at the top of the transcript box and selecting "Generate static transcript"--at which point it once again appeared to be working, and then gave me the same error message.

 

The weirdest part of this, which doesn't seem to match other people's issues, is that it actually spends quite a lot of time saying that it's generating the transcript before it decides that there's no dialogue.
