Random green pixels/glitching when editing and in exported file in Premiere Pro 2021

I just got a brand new Dell Inspiron 15 5502 Intel Core i5 iRISXe graphics, and when I'm editing any video, doesn't matter if I'm using clips recorded on my cameras, or screen recordings from my laptop, it shows random green glitching. Sometimes it does it at 0:05, sometimes at 0:49, sometimes at 1:27... so it's not the clips. I thought it maybe only did it during editing, but the exported file also has the glitches. I've tried switching from Mercury Playback GPU Acceleration (OpenCL) to Mercury Playback Engine Software Only, and it happens no matter which one I select.
