I would like to clarify that I've been in Ph.D. course in artificial intelligence and robotics thus have expertise in networks, operating systems, and hardwares.

The only useful information that might solve the network issue is turning on/off the VPN. Other troubleshooting comments does not help that much. In principle, if you use normal OS(windows, MAC OS) updated regularly, hardware specs does not affect that much as long as the user have an intelligence to turn on the computer and connect to the internet.
I'd like to get remote support, rather than repeat the troubleshooting step.
Does Adobe provides remort support?
What I have been tested:
Verify internet connection
Two different network settings : in-company-network, personal network.
Two different Windows computer that updates OS regularly
Reinstall OS and repeat the above three options
No VPN
premier version : latest. 22.1.1 (build 72)
Plan : Creative cloud enterprise
