Rendering UHD to HD results visual quality

Question

Just updated to 24.0.0 (buld 58) and am having a new issue. I have a UHD timeline with a variety of 4K clip formats, Ae comps, graphics, lower thirds, ect. When I export to UDH (H.264, mp4) there's no issue. However, when I render the same timeline to HD (1920x1080), 20 Mbps, CBR I the image quality drops severely. This doesn't make any sense... I am starting with UHD original content so rendering it into HD, it should look really good. Is anyone else experiencing this bug?

I've tried exporting through Me and the issue is the same. However, when take my original timeline and drop it into an 1920x1080 timline and export that at 20 Mbps, CBR the quality issue disappears. There's definitely a bug in the export process...
