A qualidade da renderização esta horrivel, quando eu renderizo um texto a imagem fica desfocada, como eu arrumo isso? lembrando que é o Premiere Pro

Movement of the shape might be too fast opposite the framerate: kind of motion blur.

but when the text is stopped the same thing happens, it gets bad the same way

Increase the bitrate.

Also, uncheck Maximum Render Quality. You don't need it.

What are your export settings? Often times a low bitrate can cause this.
