Safe margins not working properly

I'm on Premiere Pro 13.0.2 and can't get the safe title overlay to work properly. It just cuts out the video.

When I turn off safe title the video reappears.

Here is a screengrab with the issue as well as my sequence settings.

That is a known issue:

FYI, this issue should be fixed in the Premiere Pro 13.1 update that was recently posted.

I noticed that it doesn't work when the renderer is set to Metal. It does work when set to Open CL
