I'm new to all of this and every time I open premiere pro cc 2017 this message always  pops up saying "your screen resolution is below the minimum required 1024 x 768. Please increase your screen resolution or adjust the DPI scaling settings in your display preferences to a smaller size."

Well ive done that and it still keeps popping up. Why I have this little dell laptop that converts into a tablet. Idk what exactly its called but. Can someone please help me :C

Not a good choice for Premiere Pro CC 2017-anything, I'm afraid. Premiere Pro CC 2017-anything requires a minimum of at least 8GB of system RAM just to even run at all. And the minimum required screen resolution (at 100% scaling, not magnified) is 1280x800, not 1024x768. And that Pentium N3700 CPU is one of several quad-core Intel CPUs that actually underperform dual-core CPUs of the same CPU brand because it is not based on the Core architecture at all - but on a tweaked Atom architecture instead.

I forgot to also mention that the N3700 actually performs slower than even the slowest current Core-based dual-core mobile CPU, let alone the good quad-core Intel mobile CPUs that we generally recommend if one must have a laptop.

By the way, I took a good look at the specifications of an Inspiron 11 3000 that's the current version of what you have, and it looks like you will not be able to perform any tasks at all whatsoever within Premiere. This is because in addition to the shortages in installed RAM and a slow-as-molasses CPU, that 2-in-1 laptop's display is only capable of 1366x768. That's not enough vertical resolution to do anything at all whatsoever in Premiere Pro. You cannot resize the export window at all, nor can you even move that export window sufficiently to reveal the critical queue and export buttons in that window. And the maximum RAM capability is only 8GB - barely enough to even run Premiere Pro at all and perform a few very basic tasks within that program. Finally, the integrated IGP does not have enough sufficient performance to even enable OpenCL GPU acceleration at all, thus permanently locking Premiere Pro to the software-only mode (if the Premiere Pro work area even gets displayed properly).

Thus, as a package your 2-in-1 falls well short of Adobe's minimum practical requirements to run Premiere Pro properly.

Here's the problem:

Is the Windows "desktop" scaled to anything higher than 100%? If so, you may either run into that problem or have critical portions of the Premiere interface irrecoverably hidden. The only to fix that, if that display is truly 1080p, would be to reset the display scaling to 100%, and risk having text way too small to read comfortably. You would also need to clear Premiere's preferences in order to reset the interface.

How do you clear Premiere's preferences to reset the interface? I have the same problem but on a TV monitor 720p. I am still using the program because my PC is self-built with good specs, but I think I may need to get a decent monitor.

I believe you will need a different device to run PP.  I recommend a self-built Windows machine using a minimum of a 24" 1080p monitor.

It should say somewhere on the tablet what the model is. What have you increased the resolution to?
