Hello! I just purchased Adobe CC. I am somewhat familiar with some of the programs, including premiere. This is the first time running them on my personal machine, though.
I create a new project and in media browser I double click my video file (2160 29.97p h.264 300Mbps) to preview it. The first frame always shows up, but scrubbing it moves the cursor but the video is frozen. Clicking play either does nothing (and leads to premiere not responding and crashing), or it starts playing audio only, while video is frozen.
The same thing happens if I instead of previewing the clip, create a sequence from it and try to preview the sequence. If I try to render the sequence, the render window shows up but doesn't render a single frame and premiere stops responding and crashes. I tried moving the file to a different location on the same drive (I have a single SSD drive) and suddenly I was able to smoothly preview the first nine seconds but whenever I past that with the cursor, the video freezes, until I scrub back to the 9 second mark.
I hope this is possible to solve, otherwise I will have to get a refund and keep using the machines at my university. Thanks in advance for any reply!
My debugging attempts:
The video file plays just fine outside of premiere.
I reinstalled windows 10 (and therefore all adobe apps)
I tried both CPU and GPU renderer when creating a project.
I tried 1/8 resolution
My machine:
Asus G551JM Laptop
i7 4710HQ
16 GB RAM
NVIDIA GTX 860M with newest driver (tried an old driver as well)
Windows 10 64 bit
Adobe Premiere Pro CC 2017
Sandisk 2.5" SSD

How large is the SSD and how much free space is there?

Hi! Thanks for your reply! The drive is 256 GB and there is 122 GB free space.
The total disk usage of the system is pretty consistently 0% while trying to preview the file. CPU usage is max 4%.
Sometimes premiere crashes as soon as I double click the file in media browser. Sometimes it crashes as soon as I drag the file into the timeline. Sometimes it crashes when I click "File", "Edit", or "Sequence" in the top left. Feels like anything I do crashes Premiere!

Playing the file in after effects works perfectly (a few dropped frames)

Same here. Tried everything. Only fix is to work in Software Only rendering mode (Project Settings\ General) which is SLOWWWWWWW........ Same issue with 2015 which I dreamed of it being fixed because of the countless hours I have wasted.
Scrub in the timeline and it works for a few seconds then it's like the app just stops. I would love to offer you a solution. But everything I have tried and even had Adobe remote into my system (Nvidia GT960 with 2gb, I have 32gb memory on an I7 with 2TB SSD Drives. l've tried the latest as well as drivers going back a couple months). I've tried turning of H.264 and turning up audio latency and other suggestions. I even use small proxies but doesn't help.

Unfortunately software only mode is not only slow, but does not work at all for me. I also tried to transcode and proxy at import but in both cases Adobe Media Encoder crashed a bit into the transcoding process.
