I occasionally work remotely by Screen Sharing (Mac) into my editor at work.
One thing that doesn't work with Premiere is scrubbing the Timeline, Source and Program playheads. If I click and drag the playhead, it doesn't scrub but just lands where I release the mouse. This is only happens when working remotely.
Other functions that use click and drag work like the scroll bars and clicking/dragging media into the Timeline from the bins or Source panel.
ONE difference is if I click on Icon or Freeform View in a bin and click on an item. I'm able to drag THAT playhead.
Any ideas on how to fix this? (Other than NOT working remotely, thank you)

Just a guess:
Try different screen sharing software?

Tried with three others. TurboVNC, VNC Viewer and "Remote Desktop - VNC" giving the same results.

TopherNASAJPL,
I suspect that this situation has more to do with your network connection than Premiere Pro. Premiere Pro was not really designed to work in this fashion. I think it's great that you've got it working at all. Hope we can help you, though.
Thanks,
Kevin

This is why I included the ability to click and drag other windows, scroll bars, and the playhead in Icon and Freeform View. All those work and they work fast. Speedtest.net says I'm getting 77 Mbps Down / 5.5 Mbps Up.
I edit this way often. I've even done it from a Tow Truck before while on a deadline. It's just this scrubbing...or lack of it...that has been an issue. I use Screen Sharing because it seems to offer the best video frame rate over the internet.
If anyone is curious, I currently get audio remotely using a free account on Cleanfeed.net. (This is not an endorsement, it's just what I'm using to solve a problem.) From their site: "Cleanfeed enables anyone to send, receive and record live audio using only a browser."
The how: I start a session on my home computer, invite myself via email, follow the link on the remote computer, select Soundflower, route audio out of Premiere to Soundflower. (Obviously you have to have Soundflower installed as well) Anyway, the audio stays in sync and sounds great. Previously, I used Skype and Source-Connect Now with the same setup, but each presented issues.

It's just the nature of it. I don't suspect you'll find anything to do it much better.

FYI, I'm also working in Audition. Scrubbing the Timeline works just fine remotely. I thought I should check After Effects as well. Ditto.
So, since it's only happening for me in Premiere, I thought I would go ahead and clear preferences just in case that might fix it. Nope.

PLEASE HELP ME! I hope you have fixed the issue, I own a brand new MacBook Pro 16 and I am having the same issue as you, EXACTLY the same but I am not working remote. I don't understand what the problem is, I have checked every setting there possibly could be. I just don't get it.
Please answer me and help me fix this. I have updated my CC app and also premier to the latest version.
