Share video for observations and modifications.

What I need is just to share a video (a rough cut) with a client just to tell me what changes should I do, like “make video 2 minutes shorter”, or the take of 0:42 needs color correction white balance... or “between these two clips, please insert the take of the tiger coming...” things like that,  Is there a way in Creative Cloud to have this kind of fluent collaboration? If the client can take notes or make comments in specific timecode of the footage, better. Does he need a CC account, at least free?

I‘ve been using YouTube for this; is faster, good quality, no problem with big files, YouTube is a monster BUT is not thought for this kind of collaboration work I purpose. Any ideas, please? Or do you use third party providers for this? Thx a lot.
