skipped frames and glitchy playback

I am trying to edit one single .mov file on premiere pro 2020, but when I play it back on the timeline it skips frames for me and the playback looks glitchy. I have tried deleting the media cache files and I've also tried to downgrade to premiere pro 2019. The attached screenshots show the difference between the file when I'm trying to edit it (unedited yet tho) and when I open it in my recording software.

is this clip a screen recording?  If so, they're variable frame rate which premiere does not handle well.

You can use handbrake to convert to a constant frame rate
