Small head meme effect.

I am looking for an effect that is the opposite of the Spherize effect, in the image attached of a youtuber doing it so you can see what I'm looking for.

If you know how to do this effect in premiere please tell me how. (I'm kind of new to using premiere but I have some of the basics like cuts and animating masks kind of.)
