SONY SLOG 3 TO HDR EDITING IN PREMIERE NOT WORKING

I shot a bunch of SLOG 3 footage with the Sony FS7.  Since it has 14 stops of dynamic range, it should be great for HDR video on youtube.  Sony even made a LUT to help do the job (SL3-SG3C-TO-HLG-2020).

I created a DNxHR RGB 444 UHD 59.94 Sequence.

I put an S-log 3 shot on it.

I added Lumetri Color effect.  I turned on HDR.

I opened the scopes and made sure they were on HDR, WAVEFORM, COLOR SPACE 2020.

I added the SONY LUT to lumetri and ABSOLUTELY nothing happens (I don't think LUTS are working in HDR).  LUTS do work in non HDR mode (but I need HDR for this project).

So next, I skipped the LUT and just tried to color correct.  I could not get the video levels to go past 100.  I should be able to go up to 10,000 or at least 1K.  Premiere clamps the video level.

What is wrong with Premiere???  Is it not ready for HDR?
