Source Patching selection in Premiere Pro 2025 not working like 2024

In Premiere Pro 2024 and all previous versions, I used to click the 'source patching' selection an the far left of the timeline, and then whatever footage I'd paste in the timeline (using ctrl+V) it would appear on the layer that the source selection was activated on.   In Premiere Pro 2025, it places the pasted footage on random layers no matter what layer I have the source patchign set to.  Sometimes is the bottom layer, and sometimes the 3rd or 4th layer.

I've also tried using the targeting selection next to it and that doesn't make any difference.  The only thing I can do is lock all layers from the bottom up to get the footage on the right layer, but this takes too long. 

The source selection tool still works for inserts and overrights from the source panel, but I can no longer use it to paste footage, like "control+V".   This was a feature I've probably used a million times in all previous versions.

Thank you, Ann Bens.    I set the keyboard shortcut 'Command+V' to 'Paste to Target' track and this is exactly the behavior I wanted.
