Nope, this is tip from FAQ: How to fix workspace related issues in Premiere

Did you manage to find a solution? 2025 and I've been having the same problem for about 2 years...

gotta say, I often have issues with the project panel not staying where I want it to go after I've quit and restarted Premiere...  takes 5 seconds to move it to the desired position so I've never worried about it...    Of course, I'm working on 3 different computers on a regular basis (2 macs and I windows machine) and the issue may be related to that...

What happens when you try al this (and saving the workspaces) with a simple project with some media and some sequences open?

When I saved usual project (with media) project panel stay on place, also if open directly this project file stay in right place. Then I start new project from scratch and again project panel jump to effects panel.

That's odd. I have Project and Effects panels in different locations and it's working just fine. And I do have it saved as my custom workspace.

Thanks for the video.

No, you're not missing anything. It looks like a glitch. Somehow it doesn't remember your custom workspace, even when you reset it, it doesn't bring back your panel arrangement... Odd...
