Start up screen is only a sliver

When I open up Premiere Pro, the start screen that is supposed to appear is only a sliver.  I have to then enlarge it to go to new project or open project.  It's not that hard to do that but I know this is not normal.  What am I to do to fix it?  Thanks.

    I now have it working but think this is the problem.

    When I opened Premiere Pro the first time it opened on my right monitor, so I moved it to my left monitor.  I then moved the Start box over there also.  No problem.  When I was done I closed out PP.  Then when I opened PP again, the start box would go back to the right monitor but only be the sliver that you saw. 

    I have found out that if I would resize the start box and just leave it on the right monitor it now opens at a large size and not the sliver.

    So, I'll just leave the start box on the right monitor.  No big deal.  It seems the problem is solved.  All that work for something so silly but something that I don't think should happen anyway.

    Start with Step 3e below.  If that doesn't work, try Step 3f.

    But now it started to happen again.  I can't keep doing a reset to get it to work properly.  What else can I do?
