Synchronize Clips Timecode Not working

Hello,

 

I have two clips, a video file and an audio file from an Atomos Ninja and a Zoom f6. Both devices were synced with the Ninja being the source, and all devices were set to 24p Both clips have timecode metadata.

 

if I select clips>synchronize>timecode, the audio clip moves, but it's not in sync with the video clip. if I create a multi-cam sequence, a multi is created with the audio not in sync with the video.

 

if I enable overlays, I can manually move the clips to be in sync. So I can manually sync clips via timecode by moving the clips, but Premiere Pro cannot. Is this a bug or is something else wrong?

What happens if you uncheck 'Ignore hours'?

Can you provide the clips so we can test?

I tried with ignore hours checked and unchecked.

 

I've uploaded some footage. there is 1 video file and 1 audio file. When i sync these using multicam seq, the audio is late.

Another thing i've noticed is that the timecode overlays don't match even when i manually drag the audio to match the claps in the video. In this example, all devices were synced ninja ultra(connect)>ultrasync one>zoom f6 (with cable). When the claps line up, the slate on screen and video file has matching timecode, but the timecode for the audio file is ahead by about 4 seconds.
