Here it's telling me the issue with the supposed driver

But when I look at the SystemCompatibilityReport (as shown below) it says my Intel(R) HD Graphics 530 Driver isn't the issue and that the issue is my NVIDIA GeForce GTX 1060 v.26.21.14.4575

System Components:

Operating System Windows v.10.0.18363.1

No conflicts to report.

1. The current version of your Intel display driver may cause performance and stability issues. It is strongly recommended that you update to driver version 100.6286 or later. Drivers are provided by Intel or your computer's manufacturer.

You misread the compatibility report. The incompatible driver refers to the Intel IGP driver, not the Nvidia driver (which, by the way, is running the absolute newest Game Ready driver version for that GTX 1060). The version that you're running for the HD Graphics 530 is way too old to be supported by even Premiere Pro 2019, let alone 2020; in fact, that Intel driver version dated all the way back to 2016! You need to update the Intel driver to a newer version. Unfortunately, more and more motherboard manufacturers are using OEM-specific versions of the Intel drivers, complicating the update process greatly. No generic Intel driver - legacy or DCH - will install cleanly on top of an OEM-specific driver.

The newest version of PPro does not work well with old Intel hardware, so you might want to go into BIOS to completely disable that and use only the nvidia

Where would the "BIOS" be?
