It cannot be fixed at all. Your CPU platform is now too old for any newer version of Premiere Pro. You see, Intel had already discontinued all mainstream support of all of its older CPUs (in particular, those CPUs that were already in existence prior to the release of Windows 10) several years ago. You have only a 3rd-Generatrion (Ivy Bridge) Intel CPU. Adobe, however, now requires a 6th-Generation (Skylake) or newer CPU in order to even run Premiere Pro properly.

Currently, the 3rd-, 4th- and 5th-Generation CPUs are in "Legacy" or "Vintage" support status at Intel itself, with no new compatibility fixes ever for these older integrated graphics processors, and since the first release of Windows 10, Intel has been issuing only critical security fixes for these older CPUs. There had been several driver "versions" for the 3rd-Generation CPUs since the first release of Windows 10; however, nearly all of those were merely security-patched releases of the driver that came before it.

In other words, your system is now practically obsolete.

I wont say that his system is obsolete. Or do you asume that premiere can compare with a cfd analysis of a complex structure... I am still use an i7 of that generation for my personal works and its totally fine...

Its better to say that adobe works planified obsolecence as much of most of technology companies. Or do a mediocre job of optimization in their improveements. Frankly I totally underestand, but says that a his system is obsolete  is a total ignorance or a typical gen z comment

When I stated that the system is "obsolete," I meant that in the sense that nobody will ever fix the potentially mmajor or even severe problems which stem from using old hardware. In that case, then neither Intel nor Adobe will even touch that hardware.
