First, I do not know the terminology for the aberration I am seeing. It happens when you put a photo in your TL and then do slow keyframes zoom ( Like from 100% to 80% in 4secs). It is not a flicker, but I have used the flicker filter to remove or reduce it. It happens mostly on photos of water and waves or surfaces with a texture (even in tree leaves).
1. What is this called?
When I use the flicker filter to remove this, I lose a good bit of quality in the photo. This is often an acceptable loss, but sometimes it is bad enough to scrap the whole movement. I have also used blur for this. I have thought to myself to change the file format to maybe webm or mp4 to give the photo fps so that premiere can handle the photo as footage.
2. What techniques are mainly used to deal with this?

If it were a video, I would say it's moire. But this seems to be only in Premiere Workspace and only in water and textures mostly.
