if you want to use text-based editing, your source clips need to be transcribed (for a static transcript you only transcribe the audio of your sequence). You can do this automatically or manually.
For automatic transcription you can do either of the following:
- go to the Import page, on the right side you'll see a section for "Automatic transcription". You can turn this on and select whether you want transcription to start for every imported clip or just for the clips you add to a sequence
- you'll find the same transcription settings when you go to meun: Premiere Pro -> Preferences (or Settings) -> Transcription
- so now whenever you add a clip to your project (or a sequence), transcription will start automatically in the background
For manual transcription you can turn of automatic transcription like above and do either of the following:
- add clips to a sequence and open the Text panel (Transcript tab). It will show you all untranscribed clips in your sequence, and when you click on the "Transcribe" button, all clips in the sequence will be transcribed
- open the Text panel (Transcript tab), then double click on a source clip in the Project panel. The Text panel will show the "Transcribe" button for that clip
- right-click on a source clip in the Project panel and select "Transcribe..." from the context menu
Once your source clips are transcribed, the transcript will follow wherever you put the clip in you sequence because now source clip and transcript are linked. When you make changes in your sequence, the transcript will update automatically (and vice versa: when you make changes in the transcript, the sequence will update).

Hope that helps!
