The PlayHead in Adobe Premiere Pro is stuttering

I've been using Adobe for 6 years now and there are still issues that haven't been fixed. Since several updates, there's been a problem where the Playhead stutters, and I've tried a lot, researched, and also looked on YouTube. There are a few people describing the same issue and supposedly fixing it. I've already cleared my cache, enabled preview area, and reset the layout. Then it works for 30 seconds and it's the same again. I have 128GB of RAM, a 4090, and a Threadripper 3970x. I don't know what else I need to do to finally fix this issue. I've already done everything that was in the video. Has anyone had the same problem and solved it?

Audio Hardware: dont change the output but set input to NONE.

(the fast zoom is quite annoying when trying to see details).

I would have like to have seen the playhead position display at the beginning, not just the timeline.

I have tried this and all of the above. My issue is that the playhead moves smoothly as long as I am clicking on the timeline and not on a clip. If a clip is highlighted and I play, the audio and video plays fine but the playhead does not move in real-time with the audio and video of the clip. It lags and then suddenly jumps ahead to catch up. I stumbled upon a fix when this happened about a month ago and it was working but now it's not again and I can't recall what I did to fix it.
