The program window is twitching

When playing the preview, the entire program window periodically twitches. I attached a video. The Windows taskbar is also twitching. The error is only observed in PrPro, OBS cannot record video
My Parameters:
1. Windows 10 (22X2 19045.4170)
2. Adobe Premiere Pro 15.4.1
Features of my PC:
1. Intel core i3 100
2. Intel HD graphics 630
3. 12 GB of RAM
4. 1TB HDD
I tried reinstalling the graphics card driver, it didn't help
Please help me solve the problem
