Time remapping in Premiere randomly creates empty frames or truncates video

This has been driving me crazy because I can't trust the timeline anymore as it completely destroys the continuity of my timelapse sequences when using time remapping.

In this screenshot I have set the cursor on the first blank frame created after using time remapping:

Then when I crop the sequence, it seems to sub-crop the footage as the blank frames now start at the halfway point between the cursor position above and the end of the previous speed adjustment keyframe!

This issue gets exponentially worse when I have cut the sequence, as it will introduce duplicated frames (pulling from beyond the clip boundary) as well.

Note that this happens on both of my computers. And it has been happening for the entire lifetime I have been using Premiere, across versions (2017 and 2018). There seems to be no common factor when this bug presents itself either, as it happens on image sequences and video files, in various project frame rates and resolutions, and with or without a base time remap of the sequence.

Put the clip in a new sequence and apply the time remapping.  Then nest that sequence in the main sequence and apply other effects to the nested sequence in the main sequence..

Export out the image sequence to a new Cineform file as a first step.  Import that file and continue work on that.
