Timeline Window Not Updating Until Hitting Play

Premiere was working fine the other day but now the timeline window is getting frustrating. Scrubbing with the playhead makes the playhead in the Program Monitor window move but the timeline won't reflect those changes until hitting play. Same for doing anything in the timeline, such as selecting and deleting clips, changing sequences, and anything else other than dragging and dropping clips. This seems to only happen while the Project window is open, if I switch to the Media Browser the problem is gone immediately. Does anyone know why this is happening and how to fix it?

I found a slight fix for this until it's fixed in a future update. Change your Project window to list view or freeform view, this only affects me if it's on icon view.

I have the exact same issue, as soon as I add more then one clip into the media browser and across to the timeline I lose the ability to move through the timeline much like you have described above. Seems to have started since the latest update.
