I've never had this issue before, but I created a Legacy Title, and upon dragging it into the timeline, it appeared blurry. It doesn't sharpen when I pause the video or after rendering, and upon exporting it, it's still blurry if not even more blurry. My display is set to full resolution, and creating the title in essential graphics presented the same issue. Attached is a photo of the sequence settings. Any help would be greatly appreciated.
I would also like to note that I have the project in Mercury Playback Engine Software Only because my computer can't seem to run anything else.

Your sequence is the size of a poststamp. Is that your intention?

It definitely wasn't. I don't know how that happened. Is there any way to fix it in the sequence settings? I'm a student so I'm still learning and making mistakes.

Actually, I think I have it figured out now. It's hard trying to put together different types of media. Thank you for your help.

Go into your sequence settings: set editing mode to custom and fill in the parameters.
Uncheck render max render quality.
You will have to redo the title.
Best is to get used to the Essetial Graphics Panel instead of using the Legacy title.

Your sequence is set to an extremely tiny frame size, to see the actual sharpness of the type, switch the monitor scaling from Fit to 100%:
